The Stimulus Bills: House vs. Senate

If all goes as expected today, the Senate will pass an $838 billion economic stimulus plan that follows a compromise reached over the weekend. But before the package can go to President Obama’s desk, the Senate will have to resolve differences with the House and its $819 billion version. Most predict a bruising battle that won’t wrap up until week’s end, in part because of fiery differences over tax cuts and spending on food stamps and education, a critical issue for Democrats who control the House.

So how do the two versions stack up? We’ve put together this chart so you can easily spot the differences.

4. Great link thanks. I hate to lose all that money for school construction and clean water. Not to
mention one of my favorites: the NSF.

I can't believe they took out all that money for energy efficiency and the grid upgrades. More than half. I hope it was because they didn't really need it, or plan on coming back to it later.

It's still a great bill that accomplishes a great many wonderful things for this country and its people. After so many, many years of Reagan and Bushites scraping children's pockets and duping the old and ignorant out of every last cent so they could stuff their own selfish pockets, this is a miraculous and much needed down payment on our current and future wellbeing.

5. I have to say..... I favor the senate version...

The $10 billion for biomedical research (versus $1 billion in House bill) is near and dear to me.


Also... $7.6 billion for environmental cleanup (versus $2.3 billion in House bill) is good also.



All in all... I like the Senate bill better. The totals are the same, but I like the priorities more.

6. The Senate slashed about 40 billion off of aid
to the states! I'm not sure I like that.

12. BTW -- this is not a done deal. Apparently 60 votes are still needed to pass...
Senate Schedule Tuesday
10:00am: Resume consideration of H.R.1, the Economic Recovery and Reinvestment Act.
12:00pm: the Senate will vote in relation to the Collins-Nelson (NE) Substitute amendment with a 60-vote threshold. If the amendment is agreed to, the Senate would proceed to passage of the bill.

I think this has to do with the federal deficit provisions of the Budget Act.

"According to Senate rules, a bill that has emerged from a joint conference cannot be filibustered and could be passed with a simple majority. A 60-vote majority, however, may still be needed to waive provisions of the Budget Act, as required by Senate rules when a pending bill raises the federal deficit."

15. What is needed is a third column showing how much funding is normally
given in these areas. Does the stimulus amount in each area represent a big increase or small increase over current funding? Is this money that would have been spent over the next few years anyway and it just represents an accelerated timeline? Or is it money completely over and above what is going to be spent as a matter of annual funding?

This is a good chart showing the difference between the two congressional bodies....but I still don't have a grasp on the big picture.

Further...I imagine that some of the cuts will be restored under an Obama regular annual budget.
