The lions share goes to Medicaid which is actually going to the poor who need health care. A lot of the categories are like that. The EIC tax is a tax but it is also relief. Much of this overlaps. However it did give a good overview.

doesn't add any benefits for medicaid recipients. It just shifts the cost burden from the states to the Fed. So really it goes into state budgets to be offset in whatever way they see fit.
But I do agree that many of these categories are vague. Still a good read for info junkies.
