The right wing and much of the media have been pushing the empty talking point that Obama getting his economic package passed shows failure and partisanship  Bottom Line Obama is kicking ass.
the facts (from my Dad a retired prof and republican too)
It turned out to be very difficult to get the dates of passage of what could be called the first significant legislation of administration. I do not have "Facts on File" or anything equivalent. So it was a matter of finding a phase here, an allusion there, and a date usually from the World Almanac.
Anyway, here are three examples for you.
Carter. The Conference Report on the National Energy Act of 1978 was adopted on October 16,1978. Remember Carter was sworn in on Jan 20, l977, so the elapsed was a year and nine months.
Reagan. The Economic Recovery Act was passed on July 29, 1981.
Clinton. The Conference Report on major appropriations was adopted on August 6.
All of these passed by very narrow margins on their way to final passage.
Obama. As you know, the Stimulus Package was passed February 17, 2009.
