1. It is in the agreement
that if a governor refuses the money the state legislature then will decide yeah or neah! Kind of a good move but gives too much cover for gop governors who huff and puff with their values and then let the legislatures spread the wealth.

3. Explains why Rick Perry dislocated his neck in his abrupt turn around
the Democrats that elected the Speaker would no doubt take the money making Perry look like the fool he is.

That and probably getting the shit beat out of him by people and companies that need that money.

so it would not be possible for it to go to counties or cities.

The counties and cities are considered a division of the state government.

5. Since Jindal has said that he will not accept stim money, Ray Nagin
has stated that he'll take it for his city.
