How about a new law that gives all law enforcement, intelligence, and military personnel the right to refuse to participate in any interrogation procedure which they personally feel would be improper, free from any fear of reprisal for not obeying orders from superiors/supervisors?
At the same time, this law would reiterate and emphasize that "just following orders" is not and will not be considered an acceptable defense, nor will acting under supposedly valid legal advice. The idea is a combination of making it easier for individuals to do the right thing, and also making them more personally responsible for doing the right thing.
I'm no lawyer, and I realize that the exact specifics of a law like this might be difficult to implement properly, but I'd still like to put the basic idea on the table.
