In this case, President Obama wasn't rebuking the Supreme Court, he was stating that a Supreme Court mostly appointed by Republican Administrations had in effect rebuked the Cheney/Bush Administration.

Per Websters Dictionary - Invalidate; To make invalid, to weaken or lesson the force of; to destroy the strength of validity; to render of no legal force.
