1. It has the built in advantage that it does not have to make a profit.

Health-care insurance compaanies are required to skim a large amount of money from the top to keep their investors happy. Without that advantage it would just be another bloated Health-Care Insurance company.

3. Depends on how you define 'advantage"

The advantage of not having to pay parasitic executives and morally monstrous claim deniers? Absolutely.

Taxpayer subsidy? Well, then it's single payer, not a public option. For better or worse.

Medicare-like rates? If the rates are too low, hospitals and clinics may not accept that public option plan, especially in rural areas where Medicare rates are probably too low. So, that's a mixed bag.
