Secretary of state says cost key factor in Diebold decision

MONTGOMERY - Secretary of State Nancy Worley's choice of a company to develop a statewide voter registration system is taking flak from a nonpartisan committee that unanimously recommended two other bidders.
Worley, a Democrat, said
she picked Diebold Inc. because it bid $1.5 million less than the next-lowest bidder and $1.62 million less than the highest bidder.
But committee members want to know why Worley ignored their recommendations and how Diebold was able to bid so low. The committee, required under a new federal voting law, is composed of 24 Democratic and Republican legislators, judges, circuit clerks and citizens.
