Jan Brewer in 1994
Brewer was making a case for Lieutenant Governor, with that individual first in succession to the Governor's Office.

Some interesting quotes:

http://www.azcentral.com/news/articles/2008/11/30/20081130brewer1130.html

- The duties of Arizona secretary of state "do little to prepare that officeholder for the statewide leadership role required of a governor."

- "we have seen what happens when the governorship is thrust upon an unwilling and untrained secretary of state, no matter how sincere or well-intentioned. Arizona deserves more than just a caretaker governor."

-"Arizonans deserve to have a governor that will continue the same general policies as the one (voters) elected."

1. Why don't we have a Lt. Governor? We are one of the few states that doesn't.

2. The SoS position has been held by a Republican since 1995
And I think they're content with whatever empty suit they can get into that position. Where else can you find a governor who not only did not graduate from college, but never attended?

4. Astonishing isn't it?
But, in some AZ districts, educational credentials are hardly a requirement for getting the (R) next to your name. Being attractive (in that creepy Stepford way that appeals to Republicans) and the ability to spew talking points that can be learned in a single day of listening to talk radio are sufficient. After someone has been in the legislature for a few years who even thinks to ask?

It may also help explain Brewer's history of hostility to education spending.
