1. And Coming Next.......
(Phoenix, AZ) -- Welfare recipients would need to be tested for illegal drugs under a bill being discussed at the state Capitol. Republican Senator Russel Pearce of Mesa said the provision might cost some money at first because the cost of testing would fall on the state Department of Economic Security. However, Pearce said it should save taxpayers some money in the long run. Pearce pointed out the provision is a moral issue, since people receive taxpayer benefits and since it isn't money they've earned, they're essentially receiving free stuff. Pearce said at the very least, that person should not be engaging in criminal activity.

Pearce is trying to make Arizona a stake of the LDS church and he's the bishop of that stake. He needs to reread the part of the Consitution about separation of church and state.

I really regret not helping Nativo run.

Russell Pearce must be stopped.

All I can hope for is that this whole cutting the budget fever turns on them when the citizens realize that we are being pushed aside.

also one of the comments on the story states that if a state cuts its education budget to below '05-'06 levels it forfeits it's stimulus monies??

this can't be good.

It basically says that states that have cut their funding to below that of their 2004 school year don't get funds. They are to supplement, not supplant state and local funding. Here are Arizona's numbers(in millions $):

2004: 6,722

2005: 7,150

2006: 7,668

2007: 8,614

2008: 9,283

2009: 4,141

On edit.... there's a statement in the bill about green buildings where the supplement, not supplant language is used. I'm wondering if this funding restriction is limited to that? Here is the link to actual bill:

And this is the language used:

GENERAL PROVISIONS, THIS SUBTITLE
SEC. 9301. 21ST CENTURY GREEN HIGH-PERFORMING PUBLIC SCHOOL FACILITIES.

(g) Supplement, Not Supplant- A local educational agency receiving a grant under this section shall use such Federal funds only to supplement and not supplant the amount of funds that would, in the absence of such Federal funds, be available for modernization, renovation, or repair of public school facilities.

I need to do further research on this.

11. I'm not sure...
I talked to my superintendent about it. He said the wording is a bit hard to figure out at this point and the earmarks -- green buildings, etc. -- may fall under this. It will take time to sort it all out.

Russell Pearce is an ass and needs to go! I'm going to work up a paragraph for Wikipedia about his gutting of education funding. He claims to support and want to improve education. He's nothing but a Libertarian hack.
