Apparently the honorary degree committee is completely separate from the commencement committee. I suspect what happened is that the right hand didn't know what the left hand was doing. Then, instead of sheepishly fessing up that they hadn't talked to each other and that no-one had actually nominated Obama, etc, etc, they tried to pretend it was all planned, thereby looking even stupider.
As for Crow - I personally don't like him. In my opinion he shows very poor leadership qualities and is using a business model (don't get me started on the academic institution as a business) which is 20 years out of date and hasn't considered any of the research in industrial/organizational psychology. However, I'm not sure this whole debacle can be laid at his feet. Despite his lack of leadership qualities, I'd say he's relatively politically savvy.
