Schwarzenegger looks for re-election votes

Saturday, June 18, 2005 - SACRAMENTO - Building upon the strategy President Bush used to turn out record numbers of voters last year, California Republicans are poised to deploy a volunteer army tasked with turning out "Yes" votes for Gov. Arnold Schwarzenegger's initiatives and other measures on the Nov. 8 ballot.
The state GOP has spent more than $2 million to hire full-time, professional staff for Riverside, San Bernardino and 12 other county parties, originally in preparation for Schwarzenegger's anticipated 2006 re-election bid. Now, however, it is to ensure a policy victory for him in this year's special election. Local GOP officials expect an onslaught of money and manpower from the governor's labor and Democratic opponents, but they say they are prepared to compete for votes in the trenches, one front door and phone call at a time.

By creating an army of highly organized, technologically equipped get-out-the-vote volunteers in every voting precinct in America - complete with precinct captain - Bush beat the much vaunted and historically superior Democratic labor-union machine on the ground, scoring close victories in key battleground states while becoming the first presidential candidate to earn more than 50 percent of the vote since 1988.
The California Republican Party hopes to replicate this system - engineered by White House Deputy Chief of Staff Karl Rove and Republican National Committee Chairman Ken Mehlman - and, after refining and improving it, use it to help Schwarzenegger secure voter approval of three constitutional amendments as well as two measures the governor has yet to weigh in on, including one to restrict how public-employee unions spend membership dues. "The goal is to register voters, communicate with them, and then turn them out on Election Day," said Jarryd Gonzales, political director of the state GOP.

But Republicans aren't depending on the issues to turn out voters. They're relying on a system used by Bush to win crucial swing states such as Ohio and Florida. This strategy utilizes an army of dedicated volunteers and paid-staff to target millions of voters on an individual basis, and includes:
