Gov. Arnold Schwarzenegger was very clear at his first gubernatorial news conference, the day after he took office in November 2003: His administration would set a new standard for openness.
"I don't think we should hide anything," he told reporters.
"Time and time again, we've seen examples of him saying one thing and doing another," said Sherry Bebitch Jeffe, a political analyst at the University of Southern California. "It's another thing that makes us question whether he meant what he said when he ran for governor."
