Arnold Schwarzenegger's public safety liaison told a panel of law enforcement officials in San Jose on Monday.
The bill, which would also expand parole periods, make repeat possession of child pornography a felony and increase the distance sex offenders must live from schools and parks, would "tip the scales of justice" in favor of victims instead of violators, said Schwarzenegger official Les Weidman, who retired earlier this month as Stanislaus County sheriff.
California has about 85,000 sex offenders either in prison or living in communities. In the Bay Area, Santa Clara County has the most -- at least 2, 399 -- followed by Alameda County, with at least 1,683.
