what is a "civil right"? How do we define it to unequivocally include things like same-sex marriage, as well as future civil rights issues we can't presently foresee? Remember that opponents of civil rights always succeed by reframing the issue into something unrelated to civil rights.
I'm not trying to shoot the idea down. If we can appropriately define "civil rights", then this is definitely something I'd support.
