Gov. Jerry Brown's newly revised budget proposal is a reasonable plan that presents California with a "golden opportunity" to diminish the state's chronic deficits, according an analysis by the nonpartisan Legislative Analyst's Office.
Mac Taylor, the legislative analyst, also said "it's not an all-or-nothing" choice on tax revenue or deep cuts - as Brown has been telling the public in his attempt to close the remaining $9.6 billion deficit. Taylor said the Legislature has a wide range of choices, including other revenue-generating proposals, further cuts, fund transfers or internal borrowing.
Taylor warned that an election on the taxes carries significant uncertainty for the state.
