In the comments section one of the contributors was briefly explaining the history of the bill and he/she offers this:

Anne it’s been around a while. In it’s first incarnation it’s was SB-840 first authored by Sheila Kuehl in 2006. She was termed out two years ago. The legislation was picked up by Senator Mark Leno and renumbered SB-810. It was first introduced last year where it past through two committees, Health and Appropriations, and passed a vote of the full California Senate. The Bill was then passed to the California Assembly where it was procedurally bottled up and prevented from coming to the floor for a vote by The Democrat Majority Leader John Perez.

If you take look at the list of supporters (in the actual article), notice that the ONLY Democrats supporting this Bill were the Progressive Democrats. Not a peep out the the CDP.

6. Part of a strategy?
I wish I could recall the details better, but I heard an interview with Sheila Kuehl when she was still in office re her bill. She was saying that it had passed both houses--twice I think--but Arnie kept vetoing it. She was asked if she hoped it would be introduced again at that time, and she said it might be better to wait until AS was out of office to try again.

I used to get updates from Calif One Care, but must have gotten bumped off the list, as I haven't heard anything new on the progress of SB810. I'm so glad they have not given up and keeping my fingers crossed that Jerry will sign it into law. Then CA can be the leak in the healthcare dyke that will spread to the rest of the US!
