A proposed ban on nuclear power plants in California appeared to pick up steam this week when the secretary of state cleared a Santa Cruz activist to begin gathering signatures on a petition that could put the measure on the ballot.
However the activist, Ben Davis Jr., said Tuesday he's not sure he will circulate the petition because a summary of his measure, written by the attorney general's office, includes language that he disagrees with and could make getting signatures difficult.

However, safety at nuclear plants is controlled by federal law, so Californians would not legally be able to close plants for safety reasons alone, Davis said.
Instead, his petition focuses on the disposal of nuclear waste, rather than the California plants' potential exposure to severe earthquakes and tsunamis, because nuclear waste can be seen as an economic issue.
