Does the fact that Schwarznegger's ratings are still relatively high have anything to do with the fact that many people thought the debt in California was 38 billion when Schwarznegger got elected? Even though the debt has actually gone up since Schwarznegger was elected those people may think the debt has gone down. So why does Schwarznegger still have fairly high ratings.
