1. I guess I don't understand
why is it time to move? Supposedly these troops will only be here temporarily (a few years) and they will help the economy. I live ON Ft. Carson, I don't see the problem.

2. This is for civilians, primarily... if you're planning on looking to move,
the housing market is going to get tight very quickly with 3700 families incoming. Therefore, if one was considering a move, it's better to make it now before that influx than to try ot make it later and compete with them for the same housing.
