State of Colorado outsourcing computer system development

DENVER - The State of Colorado's Division of Vocational Rehabilitation has signed a $2.49 million contract with HCL technologies, an Indian based company that bills itself as "one of India's leading global IT services and product engineering companies."

The contract is for developing a computer system called "RISE," a program to help the department in its mission of preparing disabled Coloradans for the job market.

The irony of the Vocational Rehabilitation Divison outsourcing work is just too much for me!!
