I never thought this would happen.
Colorado Springs TABOR Rebellion
The city government of Colorado Springs has formally endorsed Referenda C&D by a 7-1 margin, much to the chagrin of major local opponent Lynn Hefley. From today's Gazette:

Though Republican Gov. Bill Owens has traveled the state touting the measures, none of El Paso County’s GOP legislators has backed them. Some, such as Rep. Lynn Hefley, are among their most vocal opponents.

The City Council’s overwhelming support of the referendums caught backers and detractors by surprise. Only Councilman Darryl Glenn opposed the endorsement. Councilwoman Margaret Radford missed Tuesday’s meeting.

Delighted supporters of the referendums said they will use the endorsement to promote the mea- sures. If a city as conservative as Colorado Springs can endorse this, people in El Paso County and elsewhere should have faith the measures are prudent and reasonable, they said.

2. Depends on what you mean by "bad".
The conservative city "fathers" are bucking the uber radical right wing state delegation from our region in bringing relief to the state coffers ruined by the ratchet effect of the Taxpayers Bill Of Rights (TABOR) passed in 1992. Colorado is fiscally on its' knees because taxes have to be given back based on the previous year's tax collection (or something like that). So taxes can always go down, but never go up. In downturn years, the state loses income that can never be made up in an upturn unless, according to TABOR, the citizens approve it by vote. The radical Republicans, especially in El Paso County wherein lies Colorado Springs, do not want this to even come to a vote. The city council realizes the long term prosperity of the city is at stake. They seem to be more pragmatic than driven by a narrow ideology.

It's a good thing, actually. :)

3. Absolutely.
While supporting C&D, we're busy trying to screw the hell out of Douglas Bruce who is the founder of the TABOR, which needs to fucking die permanently.
