WASHINGTON -- Delaware Sen. Joe Biden has moved from just talking about running for president to building the political machine he will need to actually do it.
On Tuesday, Biden launched "Unite Our States," a political action committee that will allow him to start raising campaign seed money -- both for himself, if he decides to run for president in 2008, and for other Democrats in the 2006 House and Senate races.
At the same time, he unveiled the Unite Our States Web site, where anyone curious about Biden can read his speeches, sign up for his mailing list or even donate online. The site -- www.unite ourstates.com -- also boasts a blog. Web logs and political Web sites helped energize grassroots voters during the 2004 election and were credited with giving former Vermont Gov. Howard Dean a head start in the primaries.
Biden has hired Democratic fund-raiser Helen Milby as his financial director and rented office space on Capitol Hill for his PAC.
