Help me with this campaign sign, Palm Beach County |

Lately my wife and I have been seeing this cryptic sign all over the Delray/Boynton Beach area and we have no idea what it means. It reads: "No Strong Mayor, No County Czar".
Now I know all too well that I keep my nose buried in national politics at the expense of local issues more than I should but even so I am better informed about local candidates and contests than 90% of this county. Nonetheless it bothers me that someone is mounting what appears to be an expensive sign posting campaign (these things are EVERYWHERE) and yet I have no clue what it is supposed to mean.
Somebody help!

They went from a "strong mayor", who appointed the Department Heads to a City Manager form of Government. The entire City Council hired the Manager, and he hired the Department Heads. The Mayor became just one vote on the City Council in this process. That would be the opposite of a "strong mayor" situation. Thats all I know.
