A Miami tow-truck driver who hauled a Honda from a hit-and-run scene made an odd find: the car's owner on the floor of the back seat, his ankles duct-taped.
But Glenn Ruiz was no overlooked kidnapping victim, Miami police say.
Investigators theorize that Ruiz ditched his Accord on foot after ramming another driver and then sneaked back into the vehicle just before it was towed, as Miami police officers wrote their reports.
''He figured he could explain the whole problem away by duct-taping his ankles,'' said Miami Lt. Bill Schwartz, a spokesman.

Ruiz, 26, was on state probation for drug dealing, home invasion, racketeering and burglary convictions in 1999.
