Judge issues final ruling on second furlough lawsuit

A Circuit Court judge has issued a final ruling in a second lawsuit brought by state employee unions that bars Gov. Linda Lingle from unilaterally imposing furloughs on state workers.

Judge Karl K. Sakamoto's ruling today in a case filed by the Hawaii State Teachers Association and United Public Workers was similar to a decision he submitted yesterday in a lawsuit brought by the Hawaii Government Employees Association.

In both cases, Sakamoto found that neither state law nor the state constitution allow a governor to force state workers to take unpaid days off without negotiating with their representatives.

Lingle and Attorney General Mark Bennett said yesterday the state will appeal the rulings.

8. No indeed. And her backup plan for layoffs won't save very much, either.
because union employees with seniority would just move down to take other vacant positions at their old salaries.

Her predecessor, Ben Cayetano (D), thought about that during our last budget crisis in the late '90s. He, at least, realized there wasn't much point.

seriesly, Neil is the most dynamic political speaker I've ever heard in person. Head and shoulders above likely Dem challenger Mufi Hannemann :puke: or certainly repuke wannabe "Duke" Aiona (think Lingle without the smarts :eyes: ).

11. Here we are..moved over
to the Hawai'i section..I'm glad I saw it in LBN before it got relocated.

My son was very happy on Kaui'i that the whole Super Ferry thing didn't go through.

When I think of lingle I think "conniving".
