School Security Costs Scrutinized

The District public school system probably paid a security contractor about $11.4 million more than necessary because of a lack of competitive bidding, according to an audit released yesterday by the city's inspector general.
After a long-term security contract with MVM Inc. of Vienna expired in 2001, the school system issued temporary extensions until 2003 without seeking bids, according to the audit. The failure to put the contract out for bidding resulted from poor planning, the inspector general said.
The report says the findings on excessive costs over the two-year period were based on the premise that "adequate price competition would have obtained more competitive labor rates for this labor-intensive contract."
