I am very happy to announce that the New Bohemian group filed an application with the FCC for one of the available Non-commercial educational band frequencies(NCE).
This is only the first step. There were so many applications that the FCC server crashed so the filing deadline had to be extended three days.
The FCC is very strict in their guidelines for an application. Everyhting on the application MUST follow FCC rules. If not, it is dismissed. If the application survives that then if there is more than one app for an area, competing applications are scored based on FCC rules that are set up to promote diversty, localism and coverage.
If the New Bohemia group is issued a license, they will need mucho money. I believe they will then have 2 years to actually go on the air. This could be very exciting.
In a last minute effort to thwart having NCE licenses concentrated in a few hands, the FCC ruled in early September that one entity could not file for more than 10 licenses. This was in response to previous filings for both LPFM (low power FM) and NCE licenses where RW Christian and NPR groups filed for nearly every open frequency.
The following was an email sent out last week to announce the filing. News of the filing was kept very quiet so competition would not be aroused.
It will probably be more than a year before New Bohemia will hear about their application. Some have taken as much as 16 years, but the FCC hopes their new rules and tie breaking methods will greatly streamline the process.
