I saw it in yesterday's Gazette, but can't find it online. This was the bill that Leach put together about 15 years ago and the Repug leadership would never bring to the floor. In the summer of 2006 when it looked like Leach needed some creds, they let him bring it to the floor and it was pushed through. Dems fought it a little bit, but in the end the bill which banned online gambling to be paid for by online banking (I think) was rushed through. Ostensibly this bill was supposed to stop people, especially college students from going broke with online gambling. In reality it looked to be a huge boon for the brick & mortar casinos (one huge one just built in Leach's district in Riverside) and a huge pain in the ass for online banks. Well after it passed and Leach got his creds, Bushco let it die. Never lifted a finger to make any attempt to enforce it. Apparently Monday out of the blue they decided that starting in December, this law will be enforced. You really gotta wonder why. My best guess is to set up yet another little trap for the Obama administration. Since this law is nearly unenforceable, it will most likely put the Obama admin in a situation where they will need to stop enforcing it. This will cause the usual whoop in the repug group - "Obama lets kids go broke gambling online". Anybody else see that? If so what is your best guess as to why would they care now?
