A question about Iowa State Patrol procedures

If an Iowa state patrol officer stops someone for speeding on an interstate highway, can he force the driver to get into the front seat of the patrol car with him while he writes the ticket?

In this case, the driver was a young woman who was going 10 miles over the limit.

The woman felt very scared and wants to know if this is legal.

If she refused and said she would stay sitting in her car while the ticket was being written, would the officer have legal grounds to use a taser on her?

2. Don't live in Iowa anymore

but I have seen troopers in other states do this. It is probably a safety issue. If both people involved are in one car instead of two then there is a 50% lower chance of their vehicle being hit by a car passing the scene.
