At the time of the announcement, Thermo Fisher spokeswoman Karen Kirkwood said the products made in Dubuque were not in high demand and the capacity to manufacture them was in place at other U.S. sites.
But Dan McDonald, vice president of existing business at Greater Dubuque, said the company "essentially dismantled a world-class facility" to move many of the jobs overseas.
Production formerly conducted in Dubuque went to China, the United Kingdom and Germany, according to a U.S. Department of Labor investigation.
The federal investigation outlined the reasons former Thermo Fisher employees in Dubuque qualify for enhanced benefits through the Trade Act of 1974.
