2. He voted for cloture, not for the bill

Still not good, but in an interview with KCCI-KTV, he said that he can't vote for the tax bill.

I've looked at it, examined it from every possible angle, and there are some good things in it, to be frank about that -- extending the unemployment compensation and a couple other things. But overall, this bill just plunges us further into debt. This gives huge tax breaks to the wealthiest in our county, they don't need it and we can't afford it. This bill is going to cost us; we're going to go into debt almost a trillion dollars," said Harkin.
