Kansas Gov. Kathleen Sebelius isn’t signing Phill Kline’s appointment as the next Johnson County district attorney.
The absence of her formal signature doesn’t stop Kline from taking office next month, however. Under Kansas law, her signature would have been merely a formality.
Last week a majority of Republican precinct leaders in Johnson County chose Kline to succeed the outgoing prosecutor, Paul Morrison.
Morrison, a Democrat, will become Kansas attorney general Jan. 8 after defeating Kline in his bid for re-election in November.

In deciding not to sign his appointment, Sebelius, a Democrat, pointed to results of the November election. Kline received 42 percent of the state vote and 35 percent of the Johnson County vote for Kansas attorney general.
