MERIT SYSTEM INVESTIGATION
Only Fletcher may face indictment, state says
Grand jury inquiry still on, state says

FRANKFORT, Ky. -- The grand jury investigating state hiring won't indict any more people, except possibly Gov. Ernie Fletcher, who has vowed not to pardon himself, a prosecutor said yesterday.
"It is possible because the governor has not pardoned himself, and the investigation continues," Assistant Attorney General Scott Crawford-Sutherland said.
Fletcher's decision to pardon anyone else tied to hiring allegations through Aug. 29 makes issuing other new indictments impractical, Crawford-Sutherland said.
He also said the attorney general's office has decided not to challenge Fletcher's authority to pardon anyone the grand jury indicts for past alleged acts related to the investigation.
