Olivier, 53, was the last addition to Gov. Kathleen Blanco's cabinet. A longtime friend of the governor and her husband, he has led the Harrison County Development Commission in the casino and industrial region of the Mississippi Gulf Coast since 1987.

Despite praise for successes in the Gulf Coast region, Olivier has been criticized concerning his management of the Harrison County agency. Three members of the commission that oversees his agency have resigned in recent years, reportedly because of dissatisfaction with Olivier.

Questions have been raised about the commission's spending, oversight and Olivier's possible conflicts of interest. Mississippi state auditors have investigated the commission's bookkeeping and are expected to issue a report next month. Allegations of destroying public records have been reported.
