Secret deal at power auctions set electric prices in state

On three days this winter, representatives of Constellation Energy Group and a dozen other power companies quietly gathered somewhere in the East Tower of the Charles Center in downtown Baltimore for electricity auctions.
What happened inside is shrouded in a veil of bureaucratic and corporate secrecy so thick that some liken power auctions to papal elections.
But reverberations of the decisions made on those winter days will be felt in the wallets of Baltimore Gas and Electric Co. customers for years to come.
