Secretary of State William Galvin is urging Congressman Martin Meehan not to resign until late spring

To avoid a mid-summer special election, Secretary of State William Galvin is urging
Congressman Martin Meehan not to resign until late spring.

Meehan, who represents the 5th Congressional District, which includes Greater
Lawrence and Haverhill, has accepted the chancellor's job at the University of
Massachusetts Lowell and said he will resign from Congress as soon as he signs
his new contract.

Under state law, a special election must be held 145 to 160 days after Meehan
submits his resignation letter.

If Meehan resigns soon, that election window will open in the middle of the summer
when many voters are vacationing and not paying attention to politics.
