Whichever state has the worst economy 1 year prior to an election gets the first primary. I know the economy isn't the only issue, but I do think that a number of other issues relate directly to it, including the war - ever since WWII, the fiction that war is good for the economy has existed. Plus, the campaign blitz would help the economy of whichever state it was.
