Homestead property tax credit to be denied to many senior renters.

At least thats the way I see it. Just did my 81 year old mother's taxes and for the first time in many years she will receive no State refund. Her senior apartment complex pays a reduced tax to local government which drastically reduces or eliminates the credit. Does anyone know if the State budget crisis has something to do with this?
