Dear xxx: Thank you for taking the time to contact me concerning the Stop Government Propaganda Act ( S. 266). S. 266 was introduced on February 2, 2005 by Senator Frank Lautenberg (D-NJ) and has since been referred to the Senate Committee on the Judiciary. As you may know, S. 266 codifies the types of communications that constitute publicity and propaganda and provides financial penalties for executive agency officials who authorize the use of appropriated funds for publicity and propaganda. In addition, the bill empowers both the Attorney General and private citizens to bring civil actions against agency officials who authorize the use of appropriated funds for publicity and propaganda. Finally, the legislation also provides whistleblower protection from agency retribution for employees who take actions in support of this law.
