Appeals court rejects Las Vegas ordinance limiting speech

A federal appeals court on Friday nullified the last vestiges of a Las Vegas ordinance limiting speech in a downtown pedestrian mall.

The 9th U.S. Circuit Court of Appeals rejected in its entirety a 1997 city ordinance that prohibited any form of solicitation and leafleting at the Fremont Street Experience.

"We hold that Las Vegas' solicitation ordinance is facially unconstitutional," Judge Richard Paez wrote for the court. "The ordinance regulates protected speech based on its content."
