Separate complaints were filed yesterday with the State Ethics Commission against Gov. Jon Corzine and union leader Carla Katz.
The complaints, filed by conservative Bogota Mayor Steve Longegan, allege that Corzine's substantial gifts to Katz, his former girlfriend, created at least a perception of a conflict of interest in the recent negotiations with the Communications Workers of America over a contract for state workers.
"The taxpayers of New Jersey and the members of CWA deserve to be confident that the negotions are conducted in a forthright and fair manner," Lonegan's complaint said.
Neither Corzine nor Katz responded immediately to requests for comment.

He filed more than 30 ethics complaints last year against state lawmakers for conflicts of interest over pork-barrel projects in the state budget.
