Inouye gave the chair to Lautenberg. Landrieu has more seniority because Lautenberg gets no credit from his first three terms. (Seeing how little the Small Business Committee does under Landrieu vs when Kerry had it, it is likely good that he gave this chair to Lautenberg. Not to mention, they took all pre 2009 hearings off the website.)
