1. The AAR station here in Colorado
ran many ads against Referenda C and D. It's not about endorsement, but advertising dough.

you can get the text at:

http://www.nyccfb.info/debates_vg/voter_guides/general_2005/ballot_nys01.aspx

No one I talk to knows anything about them---which is wierd.

I'm confused too and usually go here to get informed. They have a forum too, but I haven't checked it out.

7. In general
using the binding of the State Constitution to duck responsibility or get around the system we are usually faced with unintelligible legalize- usually about money in suspicious ways. The governor stopped getting burned on backing these fiascoes a while ago, especially since he is running for president.

Because it is controversial it is almost certainly to be defeated, with liberals divided and Common Cause giving it the kiss of death among doubtful Conservatives. I am sure, like most compromise reforms, that there are good points, especially in dethroning the Triumvirate who ineffectively rule the entire budget process. But compromises and partial cures are exactly what the people don't trust in Albany- which by now has been so corrupted by the odd process than another one would quickly fail in all likelihood as well.

I will study up on it though because any reform is tempting. Only, because it is not a shoe in for anyone, it is extremely to the nth degree unlikely to pass by historical comparisons to more widely supported end runs on the state government actually owning up to its responsibilities.

So their hands are tied by the Constitution. Whose trustworthy, reforming hands do we want to untie?
