The Associated Press declared Obama the winner Thursday after canvassing counties in North Carolina to determine the number of outstanding provisional ballots.

That survey found there are not enough remaining ballots for Republican candidate John McCain to close a 13,693 vote deficit.

Johnnie McClain of the State Board of Elections said the board doesn't have a total number of provisional ballots, but officials estimate it will be around 40,000.

Provisional ballots will be counted by individual counties in the coming days, and the state board will certify state totals on Nov. 25, McClain said.

If Obama wins North Carolina, the state's 15 electoral votes would bring his total to 364 – nearly 100 more than necessary to win the White House. Missouri is the only other state that remains too close to call.

as much as i would like to see NC blue, i want it stamped, signed, certified, and delivered, etc.

6. NC Bd of Elections Results Deadline November 25th
I just looked up the law. GS163-182.5(b)
Says that each County "canvass" has to be completed within 10 days of the election (that's November 14th) and the State's canvass has to be done within 3 weeks of the election (November 24th). So we might know the true finals by November 14th (8 more days) but definitely by November 25th...seems far away at this point. I hope the AP is correct. Looks like one of the articles posted here has the an NC Bd of Election person saying they are estimating 40,000 provisionals, so that's more than the 13,692 lead that Obama holds right now...

From the Durham BoE:

Over 100,000 votes for Obama!
75.54% for Obama!
An increase from 67.88% for Kerry in 04!
27,713 more votes for Obama in '08 than for Kerry in '04!

And one hell of a job educating voters on how the ballots work. We told folks to do the "Obama Flip," and they did. Despite all the concern, Durham voters cast 135,793 ballots, and 135,342 presidential votes. We had only 451 undervotes, for an undervote rate of .332%. So, despite whatever happened in the rest of the state, in Durham we proved that voters can understand the ballot we use in NC. I know everyone will point out that Durham is a town where income and education exceed the state average, that it's just because folks here are pointy-headed members of some North Carolina liberal elite. That may be the case, but I think we had something to do with it!
