N.C. considers whether to ask voters for IDs

... Opponents of the measure say that two key groups would be hurt by the bill.

The first are senior citizens and disabled residents who may have stopped driving years ago and may not be able to lay their hands on the documents such as original birth certificates needed to get an ID.

“People with disabilities already vote at a rate 10 to 15 percent less than the rest of the population,” said Annaliese Dolph, director of public policy for Disability Rights North Carolina. “We fear a voter ID law may make it impossible for voters who live in nursing homes and other facilities to vote.”

College students also could find it hard to vote, opponents say, especially those who come from out of state and attend private colleges. While students attending UNC-system institutions would have a “state issued” student ID, such cards issued by private institutions would not be accepted ...
