I thought this letter to the editor in the Grand Forks Herald was really to the point.

GRAND FORKS - How many times do the Republicans get to take a test before it's graded?
A Bismarck Tribune editorial, "Testing a GOP theory," that was reprinted in the March 11 Herald suggests that the Bismarck-Mandan area will be conducting a revealing test of Republican strategies for economic development.
In fact, Bismarck and the rest of North Dakota have been testing those theories for the past 12 years, and the results are mediocre at best.
Since the inauguration of Gov. Ed Schafer in 1993, Republicans have been in control of state government in North Dakota. Budget priorities, tax policy, economic development strategy, health care, funding levels for K-12 and higher education - all have reflected the Republican ideology.
