Beacon Journal CLEVELAND - All 88 Ohio counties can start scanning absentee ballots before Election Day, a Cuyahoga County judge ordered Friday, overruling a state order that had banned early scanning.
The ruling by Common Pleas Judge Dan Gaul came after Cuyahoga County said it wanted to start scanning the ballots sooner because a new law that allows anyone to vote absentee is expected to lead to a crush of ballots.

Republican board member Alex Arshinkoff expressed concern over scanning ballots before voting begins on Election Day.
``It's a heck of a thing to be counting ballots before Election Day,'' he said.
``It would be a heck of a thing to be counting ballots three days after Election Day,'' Democratic board member Wayne Jones countered.
