what if you want to have a litter of kittens or puppies because you want more animals?
I intend to spay and neuter pets when I get them (and have in the past) but I don't like the idea of making illegal to not do so. Call me paranoid, but this sounds like a PETA-style attempt to eliminate pets, but then the internet has made me paranoid :tinfoilhat:
