Jennifer Bruner is a disappointment
There are some very dirty dealings going on in Guernsey County with the director of the board of elections and with the board members. All of these concerns were given directly to Bruner's assistant. He acted sooo shocked to learn of the shady dealings of the director and also of the fact that she was cited by the auditors office for theft in office and it was recommended that she be removed from her job. Wellll now, the onlu ones that can fire her are the board of election members and guess what, her aunt is one of the board members, need I say more? Yea Jennifer, thanks for your concern, we'll remember you next time you run for office and all the help we received from you, you'll get the same help from us. Have a good day!

38. SOS Blackwell used to threaten to fire county BOE members for arbitrary reasons
So, if what you said is true, then you should have had better response from Jennifer Brunner's office. I will speculate that the SOS office had other issues that they thought were higher priority. Or maybe this was a hot potato that they did not want to deal with in the media.

I cannot believe I am looking away from the Browns' game to read and write this.

P.S.: Never mind the bollocks.

39. Your right I remember the days of Blackwell
I understand that the SOS office has a lot of stuff on their plate. But for County Officials to be shot down twice by the SOS office before they would render any kind of help (on the third try) was a big disappointment. This is a big issue because it has a wide ranging affect on more than just the County BOE. Theft in office is theft in office no matter what and those who steal deserve to be punished. For Brunner and her office to refuse to step in until almost a YEAR after the initial leak of this information is preposterous at best!

P.S. Glad you could get away from the Browns for a few minutes...I am a Raiders fan so I don't get to watch to many of their games. However I did manage to catch the Buckeyes game......

Hell we had the county commissioners call her office three times with the list of problems, the theft in office, her not being fired because her aunt sits on the board (they are the only ones who can fire her besides Bruner's office) and they were told to "meet with the board of elections". What part of the sentence "her aunt sits on the board" are hard to understand? The board members are as guilty as she is.

her Aunt may sit on the BOE, however, there are two Rs and two Ds and if the case was bad enough, I would think at the very least, you could get the two of the opposite party to vote against her, which would then leave it to the SOS to break the tie vote.

But she came in and swept out everyone in Cuyahoga County...

It took awhile but I believe handling the mess up here personal wise was her number one priority...

Although I doubt there was any real vote fixing at the BOE, I do believe incompentance on the part of the staff and the board needed to be addressed quickly so the rest of the country can feel confident in the electorial process in Ohio...

And that started in Cuyahoga...

She'll get there, mark my words...

for the last 8 years putting up with this shit and hoping that when Bruner got in office we would get some help. And hell no I don't miss Blackwell, just wishing for some help here is all.

I missed all of you too. 3 busy mos and before that a lot of morning sickness and stuff.... but all worth it!

I actually conceived right before Election Day last year, after I found I out was pregnant again and my blood levels (HCG) looked good, I made a comment to my brother that my political activities probably would not be as important any more. My brother (a true independent - but I think usually votes Dem...) replied that, maybe I would find it even more important. I was surprised by the comment from him - but he was right. Part of the reason I became involved was to help make the world a better place for future generations. Now, it feels like it was even more worth it if we can make a difference.

And... I can already tell he's a little Dem. He's just too sweet and happy to be anything else.... lol....

btw - Sherrod Brown sent me a note with a congratulations.... That was SOOOO EXCITING!!!

I am a Democrat thank you very much. I served as Sherrod Browns County Coordinator in '06, I worked with State Rep Jennifer Garrison's campaign 4 years ago, my father is an elected Democratic officeholder and I meet Brunner in Columbus during Sherrod's swearing in ceremony by Governor Strickland. I am close personal friends with Congressman Zack Space and my uncle works directly for him out of his Dover office. I bleed blue and worked tiresomely to elect our Dem candidates to office in '06 which is why I feel so devastated by the lack of help on her part.

Those involved in this whole affair called her office NOT ONCE, NOT TWICE, BUT THREE TIMES before she would finally render the aid she is required to by the Ohio Revised Code. BUT her office only did what it was supposed to do AFTER it found out that the State Auditor's office had gotten involved and issued the finding for recovery. We got more help from the damn lone Repub office holder than we did the SOS. So yea some great SOS we have there, if she would get her head out of the Cleveland area and do her job in the rest of the 88 counties that would be great!

but, when you start a post with the line that she is such a disappointment, I think you imply that you are blaming her for something.

I understand you are frustrated, but she doesn't have a magic wand to wave and make everything perfect. I'm pretty sure she is only a tie breaking vote to get rid of the director.

20. CKimmy is correct in that Brunner failed to do her job
Here is how the whole mess went down...

The Director of the Board of Election in Guernsey County is Democrat who felt compelled to give herself a $10,000 raise because she felt she was underpaid. How did she do this? Well with pre-signed and blank pay vouchers (i.e. fill in the amount here) courtesy of the sitting president, who is a republican by the way. No over-site was given and the Director was able to giver herself a comfy raise. This was only found out after another employee of the BOE came forward as a whistle blower. Now this is where it gets good...as mentioned before one of the 2 Dem's on the board is her Aunt, the other one is an incompetent fool. The 2 Republicans are just as incompetent because the President of the Board failed to do his job which was to over see. SSOOOOOOO if the Board fires her then it will come to be known that the board was in dereliction of duty for failing to probably monitor the vouchers that were being sent out.

When the information came out several people in the community on BOTH sides of the political isle who I know personally called the SOS office to lodge a complete. They were turned away, I know I was sitting in the room, this was the first disappointment.

The next disappointment came when the county decided to launch an investigation, at which point the State Auditors Office got involved. They issued a finding of recovery which required the Director to repay back the money she was not entitled to. At which point she politely told them to go F*** themselves, that she was not going to repay it. SSSOOO (you with me so far) the Board of Elections promises to come up with a repayment schedule for her to begin repayment....that was in July. Its now November and NO repayment plan in sight. So at this point the same people AGAIN call the SOS office only to again be told that it was not important. I mean who are we right? Just some back water county full of rednecks right? After all we aren't Cleveland and all that.....

It was only after and I mean ONLY AFTER the SOS office found out that the State Auditors Office (A Republican held position by the way) had did its job and issued a finding for recovery that it decided to get involved....but only to a point. Because county officials were told by a member of the SOS office to again meet with the BOE and try to work out an agreement. At this point meeting with the BOE is pointless because they are unwilling to remove her do to the HUGE out cry from the public that will more than likely follow her ouster. Why??? BECAUSE THE BOE IS JUST AS GUILTY AS SHE IS FOR SIGNING BLANK PAY VOUCHERS!!!!! So yes there are 2 Republicans on there but they want to keep there reputation in tact.

The bottom line is this folks, SOS Brunner failed to do her job. Thats it, no way around it....If I take even $20 from my employer you best be damn sure I will be fired and probably arrested for theft. So here is a public servant, who illegally took tax payers money (Yours and mine) to give herself a pay raise. When was the last time any of you gave your selfs a pay raise? Oh wait you can't because we have to answer to someone. In this case the BOE here in Guernsey answer's to SOS Brunner, but Brunner is to worried about the bigger cities to care about some scrawny little Podunk town like ours.

But guess what? We don't forget and come 2010 she better have a damn good apology speech written for the people of this county because she will need it if she wants our support again.

27. you are so out of line to blame this on Brunner.
First of all, the County Commissioners approve the BOE budget and the Board of Elections has oversight on the Department. Jennifer Brunner as SOS for 10 months does not deserve the blame on this. If what you say is true, then Gurnsey County has an unethical director, and incompetent BOE and lazy Board of Commissioners.

I'm sure that the SOS office will become involved and try to right some wrongs but - seriously. lay the blame where the blame deserves to be laid. It is not with Brunner. It is with local officials that F-ed up.

You have attacked many people for posting messages that go against what you feel. The original poster is a friend of mine who has been a loyal Dem for years. She like the rest of our local party feel betrayed by the corrupt Democratic Board of Elections Director here in Guernsey County. We have exhausted every possible means at our disposal to remove this woman from her position and see that justice is served. And at every possible turn the county officials were checked by the BOE officials who have complete and total control of the BOE. The fact remains that when the County Commissioners called upon Brunner to do the job that she was elected to do she failed to act in a timely manner. We as voters and citizens have every right to expect that those we elect do the job they choose to pursue. And when they fail to do so we also have a right to voice our opinions whether you like them or not!

What is the Free Republic or what? Because your negative attitude would be right at home there!

I am however saying she failed to do what she was elected to do. The County Commissioners can not remove her, check the Ohio Revised Laws before you start spouting s*** you don't know about. They can not choose the BOE directors nor do anything other then give insight. The bottom line is that the BOE answers to Brunner and when Brunner was called upon by the said County Commissioners to do her job, she failed to do so. I thought this forum was supposed to be for people to post their concerns? Well hows come when I post a concern about an elected office holder doing her job everyone jumps my s*** like I did something wrong?

I have been around this forum long enough to know how it works. It goes clear back to the Hackett Brown tussle...if someone posts something that is not to the liking of the group then that person is attacked usually without reason. I stated the facts clearly and logically and all you have to say is "if its true?" YES IT IS TRUE and YES SHE FAILED TO DO HER JOB! Its not due to a lazy board of commissioners? Seriously get a clue...learn how local government operates THEY HAVE NO OVER-SITE!!! ONLY THE SOS CAN REMOVE THE DIRECTOR IF THE BOE FAILS TO DO SO. We as citizens have every right to expect that our elected officials do their job. If we can not count on the BOE to do their job that they are "appointed" to, then we damn well better expect that our "elected" officials do their job!

My name is Jennifer Brunner, and this year I was the Democratic candidate for Ohio Secretary of State. On Election Day, by defeating my Republican opponent and two other candidates in 51 of Ohio's 88 counties, with an unofficial total vote of 1,994,276 or 54.78% of the votes cast for this office, I became Secretary of State-Elect. In addition to being the first member of an Ohio county board of elections to be elected Secretary of State, this marks the first time in Ohio history that a woman has been elected to this post.


As Democrats replaced Republicans in one race after another in Ohio and across the nation, the realization that women can be trusted to assume high office was made manifest as new leaders like Nancy Pelosi, the next Speaker of the House, will step into shoes that previously had only been worn by men.

As one of the seven candidates featured by the Secretary of State Project, which was created by concerned citizens to provide an easy-to-use, low-cost vehicle for online donations to key Secretary of State races across the country, I'm pleased to join five of my fellow candidates as winners. The Secretary of State's office generally doesn't command the attention given by the media to the race for governor, but as the last two presidential elections have shown us, it is important to citizens and voters who want assurances that elections will be free, fair, open and honest. And without that, our form of democracy isn't worth very much.

Unfortunately for Ohio, many in the Buckeye State and across the nation think this has not been the case in recent years. They point to the 2004 presidential election as an example where the outgoing Republican Secretary of State, Kenneth Blackwell, who lost overwhelmingly to Democratic Congressman Ted Strickland for governor this year, is perceived to have made partisan decisions that conflicted with the impartial administration of his duties and aided George W. Bush in returning to the White House. President Bush won Ohio in 2004 with a slim margin of 2.10% over his Democratic rival, Senator John Kerry. Mr. Blackwell was the co-chair of the Bush/Cheney ticket in Ohio and a chief spokesperson for State Issue 1, the gay marriage ban constitutional amendment that brought out record numbers of Ohio Christian and evangelical voters, as Blackwell himself described after the election, contributing to President Bush's election victory in Ohio.

I served as Sherrod Browns County Coordinator in '06, I worked with State Rep Jennifer Garrison's campaign 4 years ago, my father is an elected Democratic officeholder and I meet Brunner in Columbus during Sherrod's swearing in ceremony by Governor Strickland. I am close personal friends with Congressman Zack Space and my uncle works directly for him out of his Dover office. I bleed blue and worked tiresomely to elect our Dem candidates to office in '06 which is why I feel so devastated by the lack of help on her part.

Those involved in this whole affair called her office NOT ONCE, NOT TWICE, BUT THREE TIMES before she would finally render the aid she is required to by the Ohio Revised Code. BUT her office only did what it was supposed to do AFTER it found out that the State Auditor's office had gotten involved and issued the finding for recovery. We got more help from the damn lone Repub office holder than we did the SOS. So yea some great SOS we have there, if she would get her head out of the Cleveland area and do her job in the rest of the 88 counties that would be great!

When you have something of substance to bring to the table other than belittlement I will give you the respect you deserve as a Democrat....

51. Your terrific Democrat failed to do her job
plan and simple, her office fumbled the ball. I will stick up for any democrat so long as they do their job. But once I feel they failed to do what is required of them then they will get no support from me. And I would expect every voter to hold every office holder to the same standards, regardless of political affiliation. We have a right to demand support when we call upon the SOS, not to be rebuked and sent away like some child.

before you get all smart a**ed. I never said the County Commissioners could remove the director, I said they approved the budget. Are you trying to imply that the Commissioners do not approve the budget? If so, you are wrong. (3501.17)

You just attacked me for something I never even said. Quit being so angry and trying to set up Brunner as the fall person for something that has obviously gone on for a while and you expect her (Brunner) to wave her magic wand and make it all better or, to do what you want her to do. I think that is the real issue. Certain persons in Gurnsey County have a complaint and are upset that their priority isn't her 1st priority.

The Director and Deputy Director are appointed by the BOE. (ORC 3501.09) The SOS only serves as a tie breaking vote. The SOS does appoint the BOE, but at the recommendation of the executive committees of the top 2 political parties (3501.07). The Board of Elections would have direct oversight of the department and the salary of the Director and should investigate and remove if they acted in an unethical manner (ORC 3501.14)

If theft in office is alleged, then the appropriate office for investigation is the State Auditor, and if laws have been broken, then the SOS could remove or suspend (ORC 3501.16), however, I'm sure that this is not something to be taken lightly. Nobody wants to see a SOS act in an authoritarian manner, and would rather it be a local initiative.

I think maybe things are working as they should, you are just impatient. The appropriate steps for a SOS to follow in this instance would be to 1. allow Auditor to investigate, 2. refer to AG if theft is alleged( ORC 117.3), 3. If employee is found to have broken the law, and if local BOE does not take action to terminate the employment of Director, talk with BOE, 4. If SOS feels that local BOE is not acting in an ethical matter, ask for their resignation 5. as a last resort, if theft in office did occur or the BOE is being run in an unethical manner, remove the director and/or certain board members.

You ask why everyone jumps on you when you "post a concern". I guess perception is everything, because I did not see you as "posting a concern". I saw your post as combative, accusatory, and egocentric.

you implied in your post that, and I quote,

You said right in your post that the Board of Commissioners was lazy! Well how were they lazy? They only approve the budget, like you said and I know.

But as you said the proper steps were taken, her office as been notified a total of 3 times over the course of 10 months starting in early February. All of these are after the auditor issued the finding for recovery and the BOE refused to initiated a repayment schedule. When the AG was contacted we were immediately referred to the SOS office because, and like you said and the code states, only the SOS can remove the Director if the BOE is being unethical, which they are.

We are being jerked around and we don't appreciate it. We are not impatient as we have been dealing with this, like I stated, for a total of 10 months now. We have the perception of an office holder not doing her job she choose to pursue. But as we watch her dismantle the BOE in Cuyahoga County we ask ourselves what makes that instance much more important than ours? The answer is obvious, Cleveland is heavily Democratic and she is fishing for votes thats all. There was no theft in office reported there or any actual evidence of voter fraud. But thats what the those Cleveland Dem's want and thats what those Cleveland Dem's get. F*** all other democrats, especially in S.E. Ohio because they don't have any money to donate to anyones campaign.

We have a right to expect her to do her damn job, and for those in her office to do their damn jobs. When they don't act in a timely manner then she is not worth me taking my time to vote for her.

asking why Cuyahoga Co got her immediate attention as opposed to Gurnsey? Let's be realistic the population is something like 1.4 to 40k. Hell, there are more Republicans in Cuyahoga than there are in Gurnsey. Besides, Cuyahoga had national attention for its inept handling of elections. I don't think you have said that the elections were handled in an incompetent manner.

I don't know if I'm alone on this, but seriously, the integrity of the vote in Cuyahoga as opposed to a director in Gurnsey that gave herself a 10k dollar raise that wasn't approved - I'm gonna make Cuyahoga the priority.

Are you a Commissioner? Is that why you are so defensive? And, I mention the Commissioners, because like I said they approve the budget and I know in my small county that if the BOE requested a 10k dollar increase, the Commissioners would ask why.

I have complete confidence that Brunner will do what is right. I doubt you are being "jerked around". I think you just sound pi$$ed off that you weren't made the priority and you sound jealous of Cuyahoga... whatever.

Just making a point...I didn't say that we should have gotten priority, I am not delusional, just the same quick response would have been appreciated is all. And no I am not the commissioner, just some joe smoe looking for the government to do its job, and if you would have read my post then you would have known that she gave her self the pay raise by filling in the dollar amount on blank pay vouchers. Signed ahead of time by the President of the BOE....a republican. No one knew anything until the whistle blower came forward. At which point the auditors office got involved.

BTW if $10,000 theft in office is not enough to get the attention of the goverment then what is? $100,000 or a million? Theft is theft no way around it, if I steal I go to jail, I would expect the same to be done to anyone else.

55. Of course a $10k theft
is a serious offense that should be dealt with, and it still may be. However, there are levels of things that will require the SOS's attention.

I know from conversations during the '06 general that Lorain County is also a mess - they didn't get their absentee ballots mailed out on time and there may be some concerns with the BOE employees in that county. It may have already been dealt with, it may be that it turned out to be computer problems or something, but I think Jennifer Brunner was left with such a mess of problems, that she has to prioritize and make the integrity of the vote her priority, before she digs into situations like Gurnsey County. It is too bad that the local officials could not deal with this - I understand you say the BOE is trying to cover their butts and the Commissioners didn't actually approve the budget increase (I'm not sure I understand how they increased their budget w/o Commissioner approval tho..) But, what about the executive boards of the Rs and Ds - can't they demand the resignation of the BOE? Brunner would have to work with locals before she just demanded the resignations - at least I think we would all expect her too. Maybe her office is already doing that behind the scene and they have to work that before they can take direct action which could be seen as throwing her power around.

57. Marc Dann was contacted
Once the situation became known certain people with that knowledge contacted Marc Dann's office. He referred us to the Auditors office and said that an audit had to be done in order for his office to be able to do anything. Which was fine, so the auditors office was called, they launched a special audit and issued a finding for recovery. His office was contacted again and it was at this point that the AG referred us to the SOS and said that she must make the initial effort to remove her and once she is removed then the AG will be able to pursue criminal charges against her. Thats where we are stuck because the SOS refuses to do anything about it...both the Auditors office and the AG's office have rendered aid, whether in form of advice or actually fieldwork...but the sticking point to any further action is and has been for the last 9 months, the SOS office.
